本论文在设计图像监控系统的建设目标和总体方案的同时，重点阐述了图像处理、通信与识别技术在远程图像监控系统中的应用实现，给出了图像监控系统中的终端接入和框架设计、云台解码控制与报警、图像通信和图像跟踪等关键技术的实现。针对现有的图像监控系统大部分采用人工为主，机器为辅，智能化程度低，不能全天候工作的现状，本文采用先进的数字图像压缩编解码技术、数字图像传输技术，将智能图像处理与识别技术应用于图像的显示、调整、跟踪，克服了一般监控系统要求监控人员过多地干预、智能化程度低的缺陷，并总结了其特点和优势。
